Gaza Ceasefire Brings Tangible Respite, However the US President's Assurance of a Age of Plenty Seems Empty

Substantive Control Crucial for Sustainable Agreement

A plan that withholds one side substantive control is incapable of delivering authentic resolution. The halt in hostilities and aid trucks are to be embraced. But this is not yet policy development. Without processes ensuring Palestinian engagement and command over their own establishments, any deal risks freezing domination under the discourse of peace.

Humanitarian Priorities and Recovery Hurdles

Gaza’s people crucially depend on relief assistance – and sustenance and pharmaceuticals must be the primary focus. But reconstruction cannot wait. Within 60 million tonnes of debris, Palestinians need assistance repairing dwellings, educational facilities, medical centers, places of worship and other institutions destroyed by Israel’s incursion. For Gaza’s interim government to succeed, funding must arrive promptly and security gaps be remedied.

Similar to much of the president's peace plan, allusions to an global peacekeeping unit and a suggested “board of peace” are disturbingly unclear.

Global Backing and Future Prospects

Substantial worldwide endorsement for the Gaza's governing body, permitting it to succeed Hamas, is likely the most encouraging scenario. The tremendous pain of the past two years means the humanitarian imperative for a solution to the conflict is potentially more pressing than ever. But while the truce, the homecoming of the hostages and vow by Hamas to “demilitarise” Gaza should be acknowledged as favorable developments, Mr Trump’s record provides scant basis to believe he will deliver – or feel bound to try.
